Northern
Uganda Peace Initiative
PADCO is currently bringing expertise to the Government
of Uganda (GOU) to help facilitate the negotiation
of peace with the Lord's Resistance Army (LRA). In
particular, the NUPI team will guide the President's
Peace Team (PPT) and/or others designated by President
Museveni by developing a strategy and an organizational
and management plan for the PPT to engage the LRA
effectively.
The NUPI team's first priority is to explore, coordinate,
and assist the PPT in negotiating ways to provide
humanitarian relief to the people of Northern Uganda.
Thereafter,
the team's priorities are to:

prepare the PPT for their first meeting with the
LRA by providing technical assistance and training
to assist the GOU's negotiating team in devising
- a
strategy for engaging the LRA effectively; review
past peace initiatives and assist the President's
Peace Team or other designated agencies or officials
in understanding and internalizing the lessons from
these past peace efforts;
- develop
Terms of Reference for the PPT and its members,
which will include results to be achieved, a strategy
for achieving those results, activities and operational
procedures, monitoring and evaluation procedures
to determine if results are being achieved and lessons
internalized, administrative support, and an operational
budget for the next two years;
- train/coach
PPT members in structured conflict resolution and
negotiation; and
- assist
the PPT and other GOU officials in understanding
the LRA leadership's psychological make-up, as well
as the spiritual aspect of Joseph Kony's and the
LRA's power base.
