This program manages the impact of residual (unresolved) trauma within communities and societies, and the risks this presents for re-emerging cyclical patterns of violence. To this end, CSVR's work spans direct service delivery (the provision of free psychological services to victims of criminal violence and past human rights abuse), as well as training and capacity building in managing trauma (within various state and non-state institutions), engagements with the varied consequences of victimization and research and policy work (on such issues as reparations, victim compensation, and the specific impact of trauma on target groups, such as women, children, refugees, and former combatants).

CSVR developed and piloted violence prevention and anti-racism interventions among young people and conducting research on prevention strategies. Over the past seven years, the primary innovation has been an intervention program piloted in 40 schools in the poorest and most violence ridden areas of Soweto, outside of Johannesburg. In these schools, CSVR has built sustained community partnerships involving teachers, police officials, Department of Education officials, parents, and school governing bodies, engaging in trauma management, conflict prevention training, child abuse interventions, and development of safe schools strategies.

This program is dealing with the massive problem of rape and sexual violence in South Africa. In particular, the program seeks to alleviate problems that women face in accessing justice in South Africa and in building a greater prioritization of this issue within the criminal justice system and in the wider society. In addition to working with women and children as victims of sexual violence, in conjunction with CSVR's youth program, the Gender Violence Program has also done research and run focus groups on young male sexual identity in South Africa in an attempt to assist in framing sexual violence prevention programs.

Civil-Military Relations in Constitutional Democracy

Following a nationwide research on popular attitudes toward the military and a workshop to review the research report, CDD organized a series of public forums to facilitate dialogue between the military and civil society. The objective of the forums was to improve civil-military relations by "bridging the gap" between the two sectors through open interactions and mutual understanding.

Water and Wastewater Legislation Program

PADCO assisted the Government of Albania in strengthening natural resource management by establishing laws governing the use of water resources. PADCO reviewed all of the legislation relevant to the water sector and developed a draft law on water resources, which included, among other things, water use, water investment, assets, facilities, environmental protection, conservation, construction. The law passed parliament and has been enacted.

Resettlement/Reconstruction Geographic Information System (GIS)

PADCO created a GIS to provide donor, NGO, and government organizations with information required to plan and manage programs dealing with resettlement, reconstruction, and humanitarian relief throughout Liberia. The team established a networked GIS with three workstations and a baseline database. Data files were created by linking additional data from local sources, such as the numbers of displaced populations at Displacement Camps, to geographic features. PADCO trained Liberian UNOPS staff in GIS operations, such as data entry, data editing, spatial analysis, and map production. UN agencies and NGOs brought data to incorporate into the GIS to meet their specific information needs. At least 35 agencies received more than 250 copies of maps containing various types of information, such as geographic distribution of relief activities by sector and agency, distribution of internally displaced populations, and condition of basic infrastructure.

 


The Transition and Reconciliation Program

CSVR is conducting research and providing practical interventions (training, community development interventions, and civil society capacity building) on issues related to transitional justice and reconciliation, based on the South African experience and considerable international comparative study. The work of this program includes a critical focus on the role and potential of Truth and Reconciliation Commissions in dealing with such issues as amnesty, impunity, reparation, institutional transformation, and reconciliation.

Criminal Justice Program

This program has been instrumental in facilitating the processes of transformation of policing and correctional services institutions inherited by the new democratic government from its undemocratic predecessor. For 12 years, this program has been engaged in applied research, policy work to build a community policing model in South Africa, the human rights training of police officers and correctional services personnel, the establishment of community police forums, and the capacity building of both community-based and policing participants in such new mechanisms.

Conflict Management Skills and Sustainable Development

Rwanda

CMG developed this program to empower youth in collaboration with Rwandan government and civil society actors in Rwanda regarding ongoing evaluation work with marginalized Rwandan youth. The result is a third project phase that aims at enhancing the ability of youth to both solve problems peacefully and pursue economic opportunities-the absence of which often leads to further conflict. The project will be handed over to Rwandan government and nongovernmental colleagues by the end of the third phase.

The CDD implemented a 30-month program of research, workshops, publications, and network building. One key component of the program was a thorough review of the ECOMOG experience, which helped expand the involvement of civil society in regional defense and security arrangements, and helped democratize civil-military relations. Another component of the program expanded the involvement of civil society and non-state actors in national and sub-regional security arrangements in Ghana and West Africa and inspired the formation of a Ghana Network of Peace-Building Organizations (GHANEPO).

Monitoring Media Coverage of the Electoral Process

The Media and Democracy Project tracked and analyzed the Ghanaian media's coverage of the December 2000 electoral process against the backdrop of Articles 55 (11 and 12), 163 of the 1992 Constitution. The objective was to ensure fair and equitable coverage of the political process by the media. Twenty-eight people were recruited, trained, and deployed in the 10 regions of Ghana to monitor news broadcasts by the electronic media and reportage by the print media. Reports were submitted to a bimonthly Media-Political Parties Forum for discussions that attracted representatives of media houses, political parties, donor community, civil society organizations, and other stakeholders.

Civil Society Support for the National Reconciliation Process

This project was undertaken in collaboration with a 22-member Civil Society Coalition on National Reconciliation in Ghana and with technical assistance from the International Center for Transitional Justice, New York. It included a nationwide survey on national reconciliation issues, an international workshop on national reconciliation, a technical review of the draft National Reconciliation Commission Bill with the Parliamentary Committee on Constitutional and Legal Affairs, support for victims of human rights abuses, and documentation of the reconciliation proceedings.

Land Titling and Registration Demonstration Project

Working with the Government of Ukraine, PADCO designed and implemented a titling and registration demonstration project and assessed the feasibility of using the model as the basis of a national system. The titling system was then set up in the City of Vishgorod using PADCO's Rapid Title Registration software. The titling system is a means to prevent disputes and provides a transparent administrative system for clarifying claims to ownership. By demonstrating accountability, the new system strengthened the institutional credibility and legitimacy of local government amidst a major political transition.

CLUSA's work on this project focuses on strengthening the capacity of local government and grassroots organizations in the zones of intervention to provide public goods and services demanded by their constituents and memberships to make them more effective and accountable institutions. Partners are helped with meeting defined performance measures necessary to achieve decentralization reforms. The project involved two clusters of villages (of more than 5,000 people) in workshops and meetings that evolved solutions to a conflict over a classified forest at Pata. CLUSA trained 250 consultants in Advanced Participatory Methods, particularly effective in rural communities.

Islam and Democracy Workshops

During October 2002, CSID organized three workshops on the "Compatibility of Islam and Democracy" with local partners in Morocco, Egypt, and Yemen. Between 30 and 40 civic and political leaders, scholars, and activists representing a diverse group of moderate Islamists and non-Islamist parties and organizations participated in each workshop. CSID produced a report that contains summaries of the presentations, debates, and recommendations of the workshops.

 


Support to the Municipal Infrastructure Investment Unit

PADCO provides short- and long-term advisors to support the MIIU in creating a sustainable framework for private infrastructure investment in South Africa. The MIIU provides grants and technical assistance for locally prepared infrastructure investment and restructuring projects. To date, under the two phases of support to the MIIU, PADCO has negotiated more than 20 municipal service partnerships and received more than 150 expressions of interest from local governments. The $3 million in MIIU grants distributed will generate nearly $1 billion in private sector investments-most of it benefiting low-income and formerly disadvantaged families. In May 2002, MIIU organized South Africa's first National Conference on Municipal Public-Private Partnerships. More than 550 officials and representatives of organized labor and the private sector attended.

Support for Decentralization, Capacity Building, and Service Delivery for Local Governments

PADCO organized and led the assessment of decentralization of authority to local government in Ghana, with particular emphasis on fiscal decentralization and its relationship to service delivery by local governments. The PADCO/CDD team researched and prepared the study based on extensive interviews in selected municipalities and central government bodies, supplemented by information collected from diverse government sources and international donor agencies. Key components of the study included political, legal, and regulatory framework; operational and administrative capacity of local governments; efficiency and responsiveness in the provision of services and infrastructure; and fiscal status, including revenues and expenditures, equalization, and public sector debt.

Study of Expenditure Assignments and Existing Revenue Base for Local Governments

Zambia

In cooperation with the Ministry of Local Government and Housing and the Lusaka City Council (LCC), PADCO organized and conducted a study to analyze the system of local revenue generation and intergovernmental transfers among the Central Government, its line ministries at the provincial level, and the LCC. The study developed a better understanding of the delegation of responsibilities for the provision of public facilities and services, sources of revenue, and opportunities for improvement within the current policy and legal framework. PADCO analyzed the services and infrastructure expenditures assigned to the Council, determined the revenue base available to the LCC to meet these expenditure requirements, quantified the gap between responsibilities and revenues, and identified means by which the funding gap may be closed.

Local Government Capital Development Project

PADCO and local partner TechFin assisted the Zimbabwe Ministry of Local Government and National Housing in establishing the legal, institutional, and technical environment for capital investment in municipal infrastructure. The team analyzed the infrastructure assets and capital investment needs of local authorities, assessed constraints, and recommended steps to establish conditions for sound project preparation and the development of capital markets for municipal infrastructure.

Housing Sector Study and Market Towns Development Project

PADCO assessed housing conditions in all 10 regional capitals and built quantitative indicators of housing quality, production, investment, and subsidies. During the second phase, the team conducted five studies: a household survey, a land and market assessment, supply-side interviews, a housing finance review, and a cost-benefit analysis of government housing interventions. PADCO used a GIS to relate data collected through the surveys to the housing type areas in each project town. In the third and final phase, PADCO synthesized findings in a report that identified gaps between supply and demand, discussed the causes of these discrepancies, and recommended measures to improve the performance of housing markets and to increase low-income access to housing.

 


Reconstruction Grants Program

Colombia

Following the devastating earthquake that struck Colombia on January 25, 1999, leaving an estimated 37,000 families in the Armenia region (61 percent of the region's population) homeless, this project was implemented to provide emergency assistance on a rapid-response basis. PADCO made $8.5 million in grants to NGOs, provided fast-track engineering and design services, and successfully supervised program implementation. PADCO made 13 grants to 11 NGOs to finance the construction of 2,867 houses, a home for the elderly, and a primary school for 250 children.

Post-Conflict Community Infrastructure Rehabilitation Program

The CIRP, the first USAID project implemented jointly with the United States Army, supported implementation of public works projects that rebuilt local infrastructure and generated employment for local citizens. PADCO hired, trained, and managed a six-person team to issue tenders, negotiate and sign contracts, disburse cash grants, and carry out construction management. PADCO successfully completed more than 150 community infrastructure projects to the satisfaction of local officials, public and private contractors, the U.S. Army, and USAID engineers and managers.

Open Government Initiative

Bulgaria

DPK is strengthening the institutional capability of Bulgarian government to prevent corruption and enhance transparency and accountability of the government. DPK has significant experience managing grants for USAID projects. DPK is currently managing a 5-year, $3.5 million grant program to Coalition 2000, an umbrella group for leading Bulgarian NGOs. The project is also administering a small grants program for investigation of corruption allegation, totaling 65,000 per year for five years.
